I have a friens who lives in Jamaica, he wants to be an American. I told him I would help him. What are the first steps I need to do to help him be an American.?

You cannot sponsor him as a friend. Only spouses, parents or siblings may do that. If he has a brother/sister/parent in the US who is a citizen or Green Card holder they can help him immigrate there.

You are simply a friend and there is nothing you can do for him. For him to come here legally he has to get a visitor visa(only allowed for visits), a student visa( only to study), a workers visa( must be sponsored by an employer), or a marriage visa(must be married to a us citizen), or a fiancee visa (must be engaged to a us citizen, prove relationship, and marry within 3 months of entry). Those are his only options and there is nothing you can do to help him.

Tell him to go to the US Embassy and talk to someone there. Or tell him to visit http://www.uscis.gov
