Father K and the others are correct. It is found in Exodus 21:23-25. And the reference in the New Testament is Matthew 5:38-42. Eye for eye, and tooth for tooth, etc.

Jesus challenges the accepted understanding of that rule from exacting equal justice for every injustice to forbearance and charity whenever possible. Peter asked Him just how long that should apply? Seventy times seven was His reply to him in Matthew 18:21-22. Of course He was referring to personal affronts to ourselves, not to the issue of protecting others.

The main thing is to separate civil law and order (that a majority of Leviticus and Numbers are dedicated to) and necessary to protect nations from individual responsibilities for being forgiving.

It is in Matthew 5:37-39. It is a discourse of Jesus stating in the end that this is the Old Law, but He says to us, that instead we should use peace rather than vengeance to show true love for those who threaten us. Becauce you see in Christ is true release from all oppression, and vengeance just holds us down. God bless always.
