Outside of your English language classes you can listen to American or British radio broadcasts. To learn the BEST English listen to the newscasts. Broadcast English from the UK or America is the STANDARD. Both forms of English are dialect and accent free. Avoid listening to pop music stations. The announcers on those formats do not speak the best English.
I knew a fellow from Spain who listened to American radio and watched Star Trek reruns to help him perfect his English.
Reading books and magazines in English will also help you with your writing skills. Keep a journal in English. Write a page or two every day in English and have someone who is better with English correct your writing.

Great question! Believe it or not, even American born English speakers have not "fully mastered" the language. However, you can speak and write very well with a lot of practice. The most effective way to learn is to spend time with English speakers and engage them in conversation on a daily basis. It does take time, as learning any new language is not an easy task. The good news is, there are many ESL (English as a second language) classes available to you. My best advice would be to surround yourself with English speakers or find a job that forces you to communicate with English speakers all day long - perhaps a retail store or grocery store? As far as writing English, reading books (even novels) and studying the basic principles of grammar in an instructor led course will help speed up the process. I have a very good Persian friend who has only been in the U.S. for 10 years. When he first came here, his English was very limited. Now, after working in high volume "people" jobs for so many years, his English (and comprehension skills) are fantastic! Good luck to you.

I became a high school English teacher then a lecturer in English after learning English by speaking it everyday as my first language for3 years.
