Echo means E, Bravo means B, its a code that the words begin with the correct letters, such as Y Yankee, but the words cannot be mistaken for each other as b and p could be when talking over a radio with imperfect reception, allows tham to accurately transmit say the letters of a car they are chasing, or have found so they can get the name etc of the owner, and for spelling out difficult to understand, or vey important words.

It is the phonetic alphabet. This is used as an aid in spelling a name or street, as sometimes radio transmissions are not clear, and a word may not sound the same as it is spelled. Also some names may have two or more different spellings, so it becomes easier for identification purposes.

Hi
they are using the phonetic Alphabet, for example if they are requiring information on a car licence plate they would use this Alphabet, like E for Echo, C For Charlie.
or to use my name for another example it would go like this. Hotel, Echo, Lema, Echo, Norman, this would spell Helen.
I guess it makes lt easy for them to understand therefore they are less likely to make a mistake
