Can I say that it's made of treads? The context is "A fishing net is a network of..."

Fish net material depends on the purpose the net is used for. A fold-able landing net is usually what people mean by "fish net" and they are made of knotted nylon string, or out of glass fiber, or an from alloy of aluminum and zinc. String is lighter than rope.

... and I think a small nylon goldfish net is not what I would call, thread, but a light weight string.

Yes, you can definitely say their made of threads, in fact nets are often made of an open fabric of thread, cord, or wire, the intersections of which are looped or knotted so as to form a mesh.
