More than likely they are dry skin patches. If you are not exfoliating and moisturizing properly, these white "bumps" can be a result of this. The backs of the thighs are also prone to this condition.
Try exfoliating with a sugar or salt scrub in the shower and then apply a rich body moisturizer.
Also, be sure that the water that use during your shower is not to hot as hot water can also result in dry skin. Additionally, try to limit your amount of time in the shower.

If this does not work, a dermatologist may prescribed an acidic based moisturizer.

i think it's called keratosis pilaris and it's because your skin does not have the ability to exfoliate itself. i have it too, but sometimes mine is more red. it's pretty common, i think. doctors can prescribe a steroid cream for it, but i don't think i'd like that. i just exfoliate once a week with a sugar scrub and stay moisturized--i've heard that moisturizers with lactic acid (from milk and yogurt) work well. that helps a lot, and it goes away in the summer when i'm in the sun more...

Yes, and for many people it goes away after a while
for some it can be "treated"
and for a very few they will never go away
I suggest stay moisturized and wash/scrub your arms.
