Kenny has sinned in many ways.
It is not for us to question god's judgment. Kenny can be a real douchebag.

It's a joke of the show!
I find it very humerous. Once, I was at dinner with my family,my dad brother and myself were all talking about a 'resent' episode, my grandmother asked us 'so when does this Kenny die', we all said at the same time 'every episode', it was funny.
point: it's a smart show with extremely silly comedy, that's just a running gag.

it's not god, but kenny's creators. kenny is reborn each time his creators draw him again. i assume since kenny is fictional as well as animated...he's never really dead. it's called creative license not homicide or even "kennycide". south park...ahh what a concept.
