He already knows the commands for sit and stay but I can't seem to get him to learn to lay. I've tried holding a treat on the floor and pushing him down gentyly until he lays before giving it to him but he doesn't catch on...any advice?

Just repeat what you're doing. Give him several 5 or 10 minutes sessions a day. Short sessions are much more effective than long ones.
When you push him to a laying position, take your hand off him and make sure he stays down before giving the treat. If he bounces right back up, tell him gently "no" and repeat the "lay down" command. Don't treat him until he'll stays down without you holding him down.

Try holding a treat infront of its nose then lowering it down to the floor.. If done right the dog should follow it and lay down. Just keep repeating and say the command as the dog does this.

Repetition is all you can do. Keep putting him in the position and give the command while doing it. Then give a treat, it's really the only way he'll learn. However, maybe he's just too young to learn so much right now. I'd continue to work on the sit stay for a while longer.

Shape the behavior. Get a bathmat or the mat from your dog's crate, and get a bowlful of really amazing treats. If you use a clicker then have this ready too. Remember that you want to break up the behavior of lying down into tiny pieces, and you can use the mat to help (it's like a big target for him and this will be useful later.)
Be sure your puppy is hungry and work in a boring room (pick up toys etc) Click or say "Yes!" if your dog even looks at the mat.
Reward with a treat immediately after the click or "yes!".
Helps to toss the treat onto the mat.
Reward your pup for just being on the mat. This may take more than 10 treats to get started - I'd recommend taking a break after about 15 treats as dogs learn best in short sessions.
Next session - hopefully your dog goes right to the mat! Reward this, and then wait.
Your pup will offer different kinds of behaviors. This is great! Reward him for whatever he does on the mat. Don't talk to him except to say "Yes!" and toss the treat onto the mat. Wow, the mat is such a great place to be!
Take a break. Come back to the mat and reward him again for getting on it, and because he's cute.
Now, wait for your dog to lie down. He will offer behaviors - if it seems like he's *almost* getting it (like, if he does a long play-bow....) I would reward that...Reward anything that looks like an "I'm gonna lie down" idea, and this time reward the dog down low, on the area of the mat right below his chin.
Your dog will figure out that what you will reward is lying down. Give him a chance to do this himself and you'll have a happy dog who will love to "Down!" because he figured it out himself. Don't start calling this behavior "Down!" until he's doing a real Down that you are happy with.
I love to see a dog who sees his mat on the other side of the room....who waits for the cue to "Down!" and *flies* across the room to lie down on his mat. That's good fun for everyone!

Get the domestic dog into the sit down position (i assume the domestic dog already is conscious this). carry the deal with at his nostril and then pull the deal with to the floor giving sufficient space for the puppy to slip ahead and lay down. if you're doing this, firmly say "lay down". FYI...this usually takes longer to study that "sit down". reliable luck!

Persevere.
Give dog time.
Knew a guy that got lab puppy.
that dog took a LOT of work.
Tons of energy.
really needed a couple of years before it calmed a bit.
I like dogs.
But I once spent a couple of hours with that dog.
And it was a handful.
