and is it ok to have it with veg and a potatoes everyday to lose weight?

Yes, but remember that carbs are calories... and too many calories add up to weight gain. Keep your servings small. One gram of carbs has 4 calories in it. If your daily intake is more than your daily output, you'll gain weight. Conversely, if you take in fewer calories than you burn, you'll lose weight. More at:

Yes, boiled white rice is a complex carb, but if you're trying to lose weight you should avoid white stuff like rice, potatoes, flour, and sugar as much as possible. Instead, go for brown rice, sweet potatoes, whole grain breads/cereals/pasta, and natural sugars found in fruits and vegetables.

No, white rice is a simple carbohydrate, but the potato is a complex carb. Other examples of complex carbs would be whole grains (wheat, oats, brown rice) corn, peas, whole grain pasta and legumes, beans and leafy greens. I myself would recommend you to have one or the other but try to wean yourself off white rice and onto brown since it's nutritionally superior. Potatoes are fine and sweet potatoes even more so.
