After much searching on the web, I couldn't find a recipe. The closest I came was an Indian recipe for Beef Chaps but that's not it, right? Sorry!
P.S. -- I just came back from the book store and they only had one book of African cooking called: Africa Cookbook --Tastes of Continent by Jessica B. Harris. I looked to see if it had anything from East Africa or something called "Chaps" and no such luck. I did, however, copy down this recipe that hopefully is similar:
MWAMBE BEEF (Congo)
3 lbs. stewing beef (or lamb) cut into 1-inch pieces
1 tablespoon of freshly squeezed lemon juice
1/2 teaspoon salt
2 tablespoons peanut oil
2 large onions, chopped
1/8 tsp. minced babanero chile
7 medium-sized ripe tomatoes, peeled, seeded, and coarsely chopped
4 cups water
Rub the beef pieces with the lemon juice and salt. Heat the oil in a heavy stockpot or Dutch oven, add the beef and the onions, and cook until the onions are translucent and the beef is lightly browned. Add the remaining ingredients, lower the heat, cover, and cook for 1 1/2 hours, or until the beef is fork-tender. Serve hot with rice.

Recipe: Chap Chae (Noodles W/mixed Vegetables)
Categories: Meat
Yield: 4 Servings
1 Bunch fresh spinach
1 Carrot; sliced in thin
-- strips
1 md Onion; in thin strips
1/2 c Celery; in thin strips
5 Dried Chinese mushrooms
5 Cloud Ear mushrooms
1 1/2 oz Chinese vermicelli
1/2 lb Thinly sliced beef
2 tb Soy sauce
1/2 ts Salt
1 1/2 tb Sesame seeds; toasted,
---------------SEASONING MIXTURE--------------------
-- crushed
2 tb Soy sauce
1 tb Sugar
3 tb Minced green onions
1 Clove garlic; minced
1 tb Sesame oil
1 ds Pepper
1 tb Sugar
Chop washed and dried spinach into 2-inch lengths and pan-fry with 1 tsp sesame oil; add a pinch of salt. Soak dried mushrooms in water, remove stems and shred. Soak cloud ears in water, remove hard "eyes", and shred coarsely. Soak Chinese vermicelli in hot water, cut into several portions; let sit in colander to drain thoroughly. Combine beef with Chinese mushrooms and Seasoning Mixture. Saute carrot, onion, celery and vermicelli separately in sesame oil. Quickly saute beef, Chinese mushrooms and cloud ears over high heat. Combine cooked vegetables and vermicelli with beef and stir in soy sauce, sugar, salt and sesame seeds. Makes about 4 servings.
