An MLA who is enjoying the post of Home Minister in any of the states. He might be a clean good and reputed politician or might be corrupt one. The image of the police more or less depends on this person. If he starts taking money for the postings in creamy places, then crime rate has to go up automatically.

I dunno where you live...if you're living in a fair sized town or city, these people may be quite hard to pin down. I would try to make an appointment if you want to see them personally.
