i want to know who is the over all in charge in it...please help

Police Departments (in the US) follow many different models for who is "in charge."

In small and medium-sized municipal police departments in the US, usually the Chief of Police is the highest ranking operational officer. He or she may answer to a Police Commissioner or Board of Police Commissioners who may be elected or appointed. Police Commissioners provide oversight for department policies and budgeting but do not generally exercise direct control over operational matters or have powers of arrest.

In large departments with many different police buildings and facilities (New York City, for example), the highest ranking officer in a single precinct building may be a Captain or other lower rank. Multiple Police Chiefs run Division or Sector Commands. In these larger organizations, a professional Police Commissioner (not an appointee or elected official but a legitimate sworn law enforcement officer) is usually the organizational and operational head of the department.

The answer really depends on the size of the police organization and how you define a "Police headquarters."

Remember, just like the US Military answers to Congress and the President, police departments answer to the politicians in charge of local government. If you are looking to speak to the person "in charge" at your local police department and cannot figure out exactly who that is, just call the Mayor or City Council's office. They'll know.

Depending on the jurisdiction, it could be the Chief of Police, it could be the Police Commissioner.

In a small town, there might be only a single officer. In my hometown we had only one officer, he was the town Marshal.

Depending on the city, county or state..........the chief, the sheriff, the govenor, the commissioner, the county commissioners etc etc.
