Well if we could arrange a meeting place. Bring over a couple of thousand dollars for scientific research. I will point you to a certain area to conduct the tests.
It would be research dollars well spent. Hell maybe you can even get a tax deduction on this one.
The anticipated prognosis is that these particular pieces of paper it wouldn't be on the ground long enough to allow a bylaw officer to write up the ticket. Well not long enough if I were standing nearby in an objective scientific sort of way. That is a theory.

It would most likely be considered to be expensive littering, but littering all the same.
The problem would not likely exist long enough for you to be either cited or fined; so you are most likely safe if you want to "throw your money around."
