That's the way those things are supposed to work. I always have to have 2 tests because I react the same way. I show positive with the same test you are are describing and negative with the other (I was exposed to TB when I was in elementary school).

It's possible you had a reaction to the test, but not have TB...
I had a TB test in the military and was advised that could happen. Take a regular antihistamine and if it continues or you get sick , see your doctor ASAP.

it sounds like an allergic reaction to the injection. Over the counter benadryl can help.
