Yes. It's very obvious - at least as obvious as the difference between someone from London and someone from Southern Alabama.

When they are in "full dialect mode" - i.e. not trying to speak High German at all - they can be hard to understand for people not used to their kind of German.

The same is true for some dialects of German spoken within Germany, e.g. Bavarian and Swabian.

Of course! German has many dialects in Germany itself, so you can imagine that the language has differently developed in these 2 different countries. You can surely tell a Swiss person from an Austrian one. They sound completely different, the accent is different, even words are different! Think of a cowboy and compare him to an aristocrat new yorker:)This is pretty much the same!
