Download and use GIMP It is opensource freeware and is almost as good as photoshop.
GIMP is the GNU Image Manipulation Program. It is a freely distributed piece of software for such tasks as photo retouching, image composition and image authoring. It works on many operating systems, in many languages.

If you have any design experience, choose Photoshop or Jasc Paint Shop Pro. If not, I suggest asking someone with these skills to help you, as your results may look unprofessional without practice.

You could try downloading Google Picasa 2, its totally freeware, simple to use and is for photo editing. Hopefully it'll have the features you want.

paint shop pro will do it you will have to get hold of an early copy if you don't want to pay much for it
