sounds like your dog has fleas. It my sound strange but some dogs are allergic to fleas & will develope a rash. One of my dogs went through the same thing. Go to the pet store & ask a sales person, I'm sorry I forget the name of the stuff, but it comes in a bottle & it's a yellow liquid. Also your vet may put him/her on predisone, it will stop the itch.
