Is it Ray-ner or Rye-ner?

Your second idea comes closer. Rye-nair would be even closer. And then of course, if you wish to be really correct in your pronunciation, you need to get your "R" correct, i. e. not the English R but the German R.

I think, most likely, that it is pronounced "Rain-year" or "Ray-near".
