you can use HJ split which is a free software and it can split any kind of appliction. to download this software go to this url:

It can also join files.

I've used File Splitter and File Divider. But i got it on a cd.
Try searching for it on download.com or on the net.

it depends on what the "dat" is ... if its a vcd use vcdgear to convert it to mpeg then somthing like tmpgencs' mpeg tools or virtualdub to split it / extract clips ...

i would use 7zip to compress it and make two or more files. ou will need 7zip to put it back as one. 7zip is free and unzips many different file types.
