I was told by the IRS and Social Security that I did not have to file federal taxes for 2006 because I did not make enough money, but do I have to file state tax, thank you

PA doesn't tax social security or pensions, so if that's your total income, then you don't have to file a state return. But oddly enough, they do require a return to be filed if you have over something like $33 in other types of income, including interest, although there's a tax forgiveness program that turns around and forgives the taxes if your total income (not counting social security or pensions - you don't report those to PA) is less than $6500. So it depends on what kind of income you have - if you have anything other than pension or social security, then you probably have to file a PA return, even if you don't end up owing any tax.

If your only income was Social Security, you do not have to file. Otherwise, most likely as others have pointed out.
