of course whenever light travels through moisture, rainbow is produced. But donot forget that things like mountains, water bodies, etc. existed before man decided to use them as landmarks. in the same way, rainbow existed before God decided to use it as a remembrance of the covenant that He has set between Himself and the human race.
God created water and light ,and He knows very well that rainbow would be produced when the 2 come together. so do not be deceived that God has thrown dust into our eyes.

God not only created rainbow, he created the universe also. So before his creation there was no light and no moisture, hence no rainbow.
