You really need to be in touch with a professional, and purchase a muzzle for your dog in the mean time. Hopefully, someone can help you get to the root of the issue.
ALSO, it is urgent that you take your dog to a vet and see if there is an underlying medical issue causing him to act out of the ordinary. Often that is the case.

Your dog obviously has a high prey drive, which is natural with some breeds, but you need to learn how to control your dog. You should contact a specialist for this one, and in the mean time, you should get another harness (one she cant slip out of). Your dog is dangerous to other animals so you should do all you can to prevent this kind of thing from happening again. But really, you should find a trainer or behaviorist in your area to work with you and your dog.
With proper help, I have hope for your dog. My neighbor once rescued a Staffordshire Bull Terrier and the first day they had her she attacked another dog that was 3X her size. We think she may have been used for fighting because she had serious scars all over her body. But with rehabilitation she was a whole nother dog. She was able to live with 2 large breed dogs and a small breed dog with no problems.

First of all what is his breed, you need to put him in a kennel or a chain liked fence and when you take him for walks I recommend a muzzle, but you may need a dog whisper, to help you get this killer instinct out of your dog. If you can't get the killer instinct out of him you may have to keep him penned up.

You need a fence with a locking gate and a strong chain. Seriously. Once a dog has killed he is considered a dangerous dog and there are liability issues added to laws added to the fact that you need to prevent him from doing it again. He should also be neutered to decrease agressiveness and when you take him to he vet the vet needs to know this history. If he has not had rabies shots he needs to be legally quarantined (talk to a vet or animal control on this) You also have an obligation to the owners of the dog he killed and the one he attacked for vet bills in the 2nd case and for the value of their puppy plus other costs in the first. You also need to make it clear to your neighbor that he is NOT to be let loose ever. And of course he needs to be obedience trained and probably not in a class but with private lessons. You sound a bit proud of how tough he is but this behavior is not a good thing at all.
Sadly if you can not or will not do these things you need to surrender him to animal control to be put down. That sounds cruel but so is killing puppies and a dog which will kill a pup and attack another dog will attack a child and coulod kill a baby or small child. What you have at this npoint is an unsecured vicious dog in the eyes of the law and thios could nean major fines or even jail plus law suits etc. I hate the thought of putting down any animal but in this case this dog is a tragedy waiting to happen again and unless you can absolutely guarantee that he will never have the opportunity to kill or attack again you need to do this,. I'm sorry.

your dog obviously does'nt like other dogs or it would'nt of killed those other dogs.You're lucky the owners of those dogs have'nt found you and ordered for your dog to be destroyed.This dog is dangerous and if you value his life you would put a muzzle on him anytime you take him out.what if that dog he killed was a child,have you thought about that?He may benefit from some professional training so he wont run away from you or attack other dogs.Good luck,i think you're going to need it!

you're dog is vicious. if you don't wish to put it down, take it to a licenced dog obedience trainer to ensure the dog is not a danger to others...
what would you do if your dog attacked a child!?!
