If you know how to get around regedit, here is the registry entry:
Hive: HKEY_CURRENT_USER
Key: Software\Microsoft\Windows\CurrentVersion\Policies\System
Name: DisableTaskMgr
Type: REG_DWORD
Value: 1=Enablethis key, that is DISABLE TaskManager
Value: 0=Disablethis key, that is Don't Disable, Enable TaskManager
Hopefully its not a virus, just a program install go haywire.

yes, you are almost certainly correct in your assumption that it's a virus. follow the instructions on this page:
http://windowsxp.mvps.org/Taskmanager_error.htm
to re-enable your taskmanager, then run AV software to remove the remnants of the virus

Your pc is definitely infected. Do you have antivirus and antispyware software installed?
You should contact your internet service provider, most of them now supply their customers with a security suite, which includes antivirus, antispyware, and firewall.....
