The only mankind that was good by nature is Adam and Eve, they were born without sin. The rest of us were born full of sin, our spirits dead until we establish a relationship with God through Jesus.
Why do we need a bunch of laws? Because many of us no longer believe that they need to answer to God. No accountability = no consequences. So we created "consequences" (jail time, fines, etc.) so that people don't do whatever they please at the expense of others.
How does a toddler learn to hit people? He was either shown to do so, or he was testing his boundaries (as all kids do) and was allowed to continue with this behaviour. While he is a kid, you as a parent are the one making laws. He needs to learn to be responsible and not hurt others, and that there are consequences to both good and bad choices.

Who told you that mankind is by nature "basically good"? The opposite is true: Human beings are the most vicious evil creatures on this planet, and as you can see, even the laws with which we surround ourselves don't protect us from our fellow humans. A toddler does not need to learn to hit people, it's an inborn instinct.

realize laws are made by the few to keep the masses in check in order to control us better.
great example is gun laws. we have 300 some million in this country, and they show maybe 1 or 2 gun shootings per night on TV (a box of lies to begin with). Do the math.....is there really enough killings by guns alone to ban them, make them hard to obtain, etc? For the masses aren't out there doing the shooting, just the select few, a very small select few.
And the TV adds to all this, drumming it up larger than life to create fear, to make people think law breakers are all over the place, ready to bust in their front doors. Then out of fear, people hand their rights away to more n more laws. So they can be better controlled.
A toddler hits another due to the reason that is the only way they can express themselves, for they cannot talk or rationalize their feelings and put them into words....that is what is called....growing up or maturing through life.
Same reason a baby cries....for it cannot tell you want it wants yet.

I believe most people are good at heart, but some become bad people. I do not understand why people choose to hurt others and do evil things when they could just as easily do good for others. They would be happier if they did something good instead. We don't need any laws. Some people think without a government people would just be running around killing, raping and stealing. These people are victims of fear and distrust. I have more faith in mankind. I do not kill or steal or hurt others because I know it is wrong and I desire to be a good person. It has nothing to do with the laws against those acts. With or without laws, everyone I know as well as myself would be just as they are now...flawed but mostly good at heart. Love thy neighbor.

Who ever told you that by nature mankind is basically good? Maybe the good are in the majority but that's as far as it goes. What I'd like to know is why we need fresh laws all the time. State and federal legislatures do that all the time. Kinda silly don't you think? I'd also like to know why some laws vary from state to state?

A toddler does not "learn" to hit people.
Mankind is, by nature, basically evil.

You probably haven't noticed, but a part of every society is actually quite twisted. Laws are mean't to protect the society as a whole from these people.

Where do you get the concept that man is basically good when God has dealt with mankind for eons since Adam and Eve blew it in the Garden and satan, formerly a beautiful and powerful angel in the heavenly realm fell to earth along with 1/3rd of all the angels -now tormenting mankind with tempatations and all kinds of evil works. He fell because he wanted to be like God and be worshipped and God plainly says there are no other gods but Him. You are here because He created you.
We need laws, many based on biblical principles from the bible or we would end up destroying ourselves even more than we do. We come into the world with the sin nature from Adam and Eve so a toddler early on hits, screams, demands attention, etec.l!The only solution is for us to accept the redemption Jesus died on calvary for us to have, reuniting us with God from whom sin has seperated us. We are forgiven but we can still, by choice, choose to sin and we confess our sins and repent and God forgives us and we seek to know His will through the bible. Proverbs is a book of wisdom and avoiding tempatations the devil puts before us because He hates God and those of us who believe Jesus died for us and rose from the grave victorious over sin, satan and self.
We can not make ourselves good.-Just try it, won't last but as Christians, the bible says "greater is He (Holy Spirit) who is in you than he (satan) who is in the world." Non-believers do not understand any of this, nor did I til God dealt with me and showed me I could never be good enough, do enough to earn salvation. It is a gift of God's grace for mankind.
Having said all this-how, with all the evil, abuse, violence, greed, etc. can you believe man is basically good, by nature! He comes into the world with the sin nature already in him. We don't have to understand it, we can believe it by believing what God says is true. I know the person I was before I became His child by His grace and believe me-it isn't a fairy tail. I too jeered at those "Christian fanatics" and I sure didn't want Jesus messing up my "good fun times"! til I became a believer and I have never been the same since and I am far from all God wants me to be but we grow in grace, knowledge, wisdom and understanding as we read His word. The bible was greek to me til I was born into His eternal kingdom. Now as promised, it is a "light unto my feet and a lamp unto my path".

Mankind is basically good, yet evil is all around.
Look at the very first death in this world, it was all about greed and lust.
Peace.
