i was in a mall parking lot and a city cop pulled me over saying i was going 25mph in a 10mph zone is it legal for him to give me that ticket?

It depends entirely upon the laws in your un-named state. In some states they may allow speed to be enforced on private property or commercial parking lots either by agreement with the city/county, or by statute. In California, this is generally NOT going to be the case. However, speed in a parking lot CAN be an element of a reckless driving charge.

In Kansas, you can only be cited for DUI and reckless driving on private property such as a parking lot. As you were going 15 mph over the posted speed and probably cutting across the aisles, it sounds like the reckless driving charge is appropriate.

Yes. A friend of mine got a DUI in a parking lot. I think it has to do with being the definition of police authority over ALL roads and highways. Like you can get a ticket for driving a riding lawnmower or a horse on a sidewalk recklessly.

The Policeman has the duty to implement the law even in private property because there is a law over the said area. Nevertheless, appeal your case and apologize to the policeman.

Yes you can, it usually posted 10-15 miles an hour with pedestrians present.

Yes. Property is owned by the country, then the state, then the person who is the owner, who has to abide by the law of the land.

yes because mall parking lot is not private property, its government property. Also you were breaking the law.
