If a guy is stares up a girl, that means that he's somewhat admiring you in a way. Staring down means the opposite. Is he treating you badly? Usually, people can't hide their true emotions when looking at someone that they have strong emotions to.

Get away from him as quickly as possible.
The last time I got stared down by a guy was in the case of a child molester who had raped my friend (12 years old) at my middle school and found out that she told me her secret. He was using the stare as a threat not to tell anyone else.
Angry men are downright scary. If you think they mean harm, stay the hell away from them.
