Bicepts area relatively small muscle group, so id give it at least 52 hours. However for them to be totally recovered it could take up to 72 hours. 72 hours is the magic word for muscel recovery time rate. working your arms three times per week isnt smart. Thats what id call overtraining. 2 times at most is what id do. They get hammerd enough from chest and back workouts, that they really shouldnt be that high on your priority list.

this is from, http://www.illpumpyouup.com/articles/how-to-build-big-biceps-and-big-arms.htm

Let Them Recover. Don't underestimate the importance of allowing your biceps to recover fully from an intense training session. If you're really training your biceps to the max, than 24 or even 48 hours recovery time isn't enough. Allow at least 5-7 days before training them again.

Work your arm muscles every other day. That's all the recovery that you need to build muscle. Everyday arm exercise would tear the muscles down.... no good.
