i think he was not yet a US citizen when he died. i was born 1943, am i qualified to be an american citizen?

No. There's no provision under which you can claim US citizenship.
You were born in the Philippines in 1943. In 1946 when the Philippines became an independent nation any claim to US citizenship you might have had became moot.
Being born on a US military base carries no right of citizenship.

If you were born abroad, yuor father had to live in US for 10 years (5 years before age 16/18 (depends if there is marriage or out of wedlock) and 5 after. I dont think he fulfilled this criteria.

Log onto the website for the United States, Department of State.....If you are outside the US, ask at the US Embassy or a US Consulate.
If you are inside the US, email your member of Congress and ask that question.

if you was born on an American base or American soil, then yes your American. if not you need to contact an American embassy. good luck

If you were born on US soil, including any military base, your a US citizen.
