Tell your manager. This person was shopping, probably found nothing such as loose cash and went about their business.
The worst thing you can do is confront the person, because if someone else reports them, YOU will get the blame, and suffer a vandalised car or worse.
When handling dishonest people, confidentiality is a MUST. Chances are, if this person is stealing from co-workers, they are probably hitting the employer as well. Most companies have a tip line you can call to report such behavior and they always keep strict confidence, not to mention a reward if the person is busted as a result of your tip.
By notifying a manager, that doesnt mean this person will be automatically considered a criminal. An investigation will be opened and they will have to CATCH this person in a dishonest act before they will be in any trouble. Nothing you say will be used against that person, but it will give them cause to investigate. If the person under suspicion is stupid enough to do it again, they deserve what they get.
Good luck!

NOTHING....YOU ARE NOT SURE!!!

If something happens, you will have to say the thruth if you are asked.

You should suggest changing locks, for everyone, or leave an anonymous note on the locker, that is if there no hidden cameras, if I were you I would not talk.

just as you told us. You didn't see anything bad happen, but perhaps the manager should give a speech to ALL about putting locks on their lockers, or changing their combinations...

Talk to the perpetrator first and if you get the feeling--trust your gut--that he/she was up to something, go directly to the manager and tell them what you saw.
If you do nothing, you could be the next victim

Let the person who has the locker know and see if they were cool with it, if not let them handle it.

You should get a padlock. They sell them at walmart or target. That way they don't open your locker.
