...in terms of quality, what part of the meat of the slaughtered cows, how it's precessed, who makes them, etc.

I'm not sure what part it is, I would assume it's scraps, and as for quality there are 8 grades of meat Prime, Choice, Select, Standard, Commercial, Utility, Cutter & Canner. So, I'm guessing taco bell uses either cutter or canner. nothing you'd really want to go buy and cook up at home.

Taco Bell uses utility grade beef. The grades used are quality grades and are based on the amount of marbling in the meat. So really, grade makes no difference since it is ground when processed.

The beef is perfectly safe to eat.

I'm not sure who the actual manufacturer is.

The pre-cooked and seasoned beef is vacuum sealed into thick plastic pouches. The puches are immersed in 190 degree water(called a thermalizer) for a half hour before being added to the line.

I don't know. My guess is that it's still considered safe to eat by the FDA, but every time I've gone there, I've gotten small shards of bone in mine, so I stopped going.
