I assume you are asking about the Republic of Korea (South Korea).
While this has been an especially bad Winter for snow (it snowed yesterday in Seoul), most Winters are not as fearsome as watching M.A.S.H. TV shows would make you think. Yes, I got caught in a blizzard last year, but that didn't last too long. Depending on where you are from, Winters can be described as really cold (if you are from southern areas) to average (if you are from Canada, upper US, or northern Europe).
Summer, especially in Taegu, can be really hot and humid.
My children (half-Korean/half-American, both in their 30s) haven't been to Korea since they were young - we are thinking of having a family reunion in Seoul (I now live in China) and have been discussing when would be the best time to have them visit. We have decided that September is best from a weather standpoint. Be sure to avoid travel around Chusook (usually in October) because of so many people traveling.

The best time to visit korea? Well it depends on which Korea you are wanting to visit. You can go to North Korea anytime of the year and see people living in the stone age and starving through out the country or you can visit South Korea in the Spring and see a rapidly expanding society which has embraced capatalism at its best. The South Korean people are absolutely great. They are extremely hard working and very dedicated to family, work and their Country. There a several interesting places to visit but by far the most exciting thing about this country is its people. Seoul is just a big major city with millions of people running to get there first., Go out into the smaller towns and villages and you can experience the real Korea. You will find people everywhere that speaks English and are glad to assist you. Do not go to South Korea expecting a shopping bonanza. Several years ago shopping in Korea was a real bargain but nowdays Korea is a relatively expensive country to visit and/or to live in. Be prepared for not the greatest culinary experience you ever had. The food, in my opinion, leaves quite a bit to be desired. (Some folks love it) But at least try it. There is plenty of western foods available. McDonald's, Burgerking, PizzaHut and more. Good western restaurants are very expensive as is good bars and nightclubs. I live and work in Gunsan which is on the Southeast side of the pennisula and naturally think this is one of the best areas. I have traveled and worked over most of asia and the pacific islands. Korea is #1.

Although this has been the warmest winter in 100 years (according to the Korea Times) I would choose spring or fall to visit Korea. The Summer Monsoon is miserable but the fantastic weather in the Fall seems to go on to mid December ! Yah, as I write this I realize the answer is - come in the fall !!

Korea has 4 seasons, all the season is great except for summer. just ordinary, noting special about summer. but the rest of the season it just fantastic. each season is special and the scenery change too during this time.

i would go during fall...it is just beautiful then!
in the summer is it just sooo hot and rainy and the winters are so cold and snowy
