.rar files are archives. there are dedicated programs to unpack these files: winrar, ace etc. you can use a specialized program such as those.
i use on my computer a program that is called "total commander". it is a file manager, if you want. it has built-in features to open, create and manage various types of archives. not only .rar, but also .zip, .tar, .gz, . tgz etc.
it provides two separate windows making it very easy to manipulate files (similar to the ancient NORTON COMMANDER).
other utilities like multi rename, split and combine, ftp connection etc. are available.

rar data are compressed data to un rar them i reccomend you acquire "loose rar extractor frog" its a tiny application that works like Winrar, extremely basic, purely open it and drag the report you pick to extract to its window then you are accomplished ITS loose

You can download a trial version that will open the file, but you need to purchase WinRAR to keep it....
I also have 7-zip, but it doesnt cover the rar compression format....

You can use WinRar or WinZip, PicoZip, or sometimes Windows itself will unrar them for you depending on how they were packed.

.rar is just a compressed file, use either "winrar" or "Izarc" to uncompress it, or if all else fails try winzip
