I'm pretty good at spanish but I just can't seem to get to the point of fluency. Anyone know any good ways to reach fluency in a short amount of time (because I can't afford to backpack through Paraguay for a summer)?

Your success depends on amount of communication and developing listening skills. As more time you spend communicating as faster you would learn the language. (It's like physical exercising, as faster you want to achieve results as more you have to exercise).
All these would help:
Traveling to the country and actually spending some time there
Finding people in your area you can talk to
Listening TV and radio programs, watching movies, e-books
Reading books, newspapers
Talking in chat rooms
Taking immersion program
Write your own stories (they do not have to be really artistic, but can be very basic description of something, like traveling, city etc.)

Immersion is the best way to learn a new language.Visit the country for about 6 weeks or longer if you can.
Hey if you cant afford that now, maybe you could order some spanish tv channels or listen to some spanish music on cd or even find a radio station in your town in spanish..if you are already studying spanish that will definately help you to perfect the true meanings and become more fluent with actual conversational settings. It definately helped me.

Try to meet someone who speaks Spanish fluently and have a conversation for a few hours every day with them.

There's no better way to learn Spanish than doing that. You'll be mentally exhausted after every session, though.

A working holiday, if you want to learn French, go fruit picking in France, Spanish you can do the something similar... Earn money and learn, sounds fun...

The best way is always to go where that langage is spoken as the official one. So for Mandarin go to China, for French to France, for Spanish go to Spain of South America...
