Because you are at your proper weight after you wake up and use the bathroom, the body is then empty of food and water. If you weigh yourself at night, it's had an entire day of food, water and salt and will always be like at least 5 pounds heavier.

Because during the day we gain water weight as well as other weight like from swelling of ankles or joints. When you have slept a good night you will wake up to find yourself weighing less because most of your liquids are out of your body, you are relaxed while you sleep which relaxes joints in your body.
And there is no reason to weigh yourself more than once a week. You weight fluctuates do to how much water is in your body. If you are about to have a period (for women). And how often you have gone to the bathroom. The best is to weigh yourself 1 a week at the same time wearing similar clothing. You wouldn't want to weigh yourself one time in a flimsy night gown and the next time in sweats.

It doesn't matter so long as it is at the same time of the day each time.
