Seems like it would be inappropriate but I'm not sure.

Depends. What are you fasting from, using toothpaste? In that case, then yes it would. In any other case, it is ok for you to brush your teeth during your fast. Keep in mind, not all fasts are food related. You can fast from all sorts of things in order to connect yourself to God more. For example, you can fast from all forms of media, you can fast from watching television for a certain length of time, you can fast from using most forms of technology for a certain length of time, there is really no limit to what you can fast from. Basically, anything that is deemed as being even remotely "essential" to your daily life you can fast from, except I would not recommend willingly fasting from sleep for too long because, although I do believe in God's restorative powers within us through His Spirit, I do suggest that if you are to fast, you do so using some common sense and choose something that might not kill you if you go too far with it. So, in conclusion, it is only not ok for a Christian to use toothpaste during a fast if they are fasting from toothpaste. Otherwise, I see no problem in them brushing their teeth.

well, actually a fast could be anything that you want to give up for a period or for good, so... toothpaste could be something you fast from.... But if you are talking about fasting from food, you dont normally eat toothpaste anyway (if you do, i am sorry... really sorry....)!

You are allowed to take medication, drink water, do daily hygiene and grooming which is necessary. Toothpaste is not a food, so why do you believe it may be inappropriate?

The Bible doesn't mention this but I'm sure that we can come up with something that was prophesied about toothpaste.
