if i was 18 and the guy i was going out with was 28 who is a teacher at my school and my former teacher but he doesnt teach me anymore but i'm still at the school

No, it is not illegal. 18 is the legal age of consent. You can date anyone you want at that point.
However, if you date him while you are still at the school and he still teaches there he will be fired immediately. Just wait until you graduate

It depends on the laws of your county/state. You are ok on the age thing as long as you were 18 when you started going out.
The only problem he could face is if the district/county/state has a law or something in the contract with teachers that says that a teacher can be prosecuted or lose his/her job if they have any type of sexual relationship with a student at the school, regardless of age.

It is not illegal since you are both adults but he could lose his job over it. If the school found out he was in a relationship with a student, no matter what age, they would fire him and he would probably have trouble ever finding another teaching job.

that would not be illegal but would be inadvisable on 'moral' and 'duty of care' grounds. Fraternising with students is on an intimate level is something teachers are counselled against. Often the contract that a teacher signs includes clauses about relationships with students.
dont pursue him. dont let him pursue you. call off any planned attempt until you have graduated and are no longer a student at the insititution he works at.

It will be frowned upon by the school and he might get fired for it. Keep it quiet until your done school. Your of age...so your ok there.
