Best view from the top of NY? Rockefeller Center www.topoftherocknyc.com but obviously that will cost you money. How would you see NY from the top but not pay? I dont understand....
If you want a good view of the skyline, you can also leave Manhattan and go to Long Island City (direct opposite side of the river), where you can stand on the East River and take a pic of NYC.

Free: Long Island City. Take the 7 train to Jackson Station and walk to the pier. Pay (but reasonable): the Circle Liner trip leaving from Battery Park. I have many great pictures of the NYC skyline from both of these locations. Have fun!

You can get a great view of the city from the promenade at Brooklyn Heights (although it used to be much nicer before 9/11). The promenade is located right below the Brooklyn bridge on the Brooklyn side. If the weather allows, walking across the bridge could be wonderful too.

Coming into Manhattan on the Staten Island Ferry at night although as another poster mentioned the view used to be a lot better .
From the westbound Long Island Expressway just as you clear approach the BQE
Southbound on the BQE around the Koscuisko (sp ? ) Bridge / Greenpoint Ave

Walk by the Brooklyn bridge. The view is unforgettable, and you will have a great skyline's view from Manhattan. Go by the end of the day and beginning of the noon, it is so beautiful !

to see NYC in general.....empire state building i think it's $20 at the max.....I would also try from NJ side....but i got great photos on a harbor cruise
