Is there any way to make a photo larger using Adobe Photoshop or Picture It! 9, without loosing too much quality?

The best way is to use the fractal plug in, which I have and it does a great job. Blew up a 4MP digital camera picture to print out at 6' x 8' and it was great. Took 96 sheets of 8.5" x 11" paper to do it.

Go to image menu & choose image size on dropdown menu another pan will appear their will be two field height & width there you increse to your desired size. Chang resolution to higher value 300 dpi or more. Click ok you are done.
2nd way go to edit>transform click it you will get a selected image now from here you can change the size. Size without loss of quality depands on at what resolution the photo has been taken by a camera or downloaded by scanner. For lossless quality you will have to use Corel 13. In photo shop first check by zooming on image and see when it pixelates accordingly increase the size.

Depends on the quality of the original, really.

I'll share a tip I found in a Photoshop book before, though. Take your image, and pull up the image size dialog. Increase the size of the image to 110%. Keep repeating this until it gets to the size you need it. For some reason, this gets a much better result than just increasing it all at once.

there is a free download from microsoft that I use on some of my shots that I put on Flicker.

There is other stuff there as well. When you install the image resizer you will be able to right click on an image and resize image will be in the menu.
