Why is he still required to pull into a weigh station?

The weigh station is for all commercial vehicles regardless of whether they are pulling a trailer. Buses must pull into weigh stations as well. It is commonly called a weigh station but weighing the vehicle is only one of the functions that is performed, there are many other inspections that a commercial vehicle must past.

The Weigh Station performs other inspections, besides weight. They also check the driver's log book. The driver is not allowed to driver more that a set number of hours per day. There are also safety inspections as well.

The truck cab has a commercial registration - the license plate is "commercial" (as opposed to combination or private) - therefore he has to stop at the weight/check station per the law.
