I'm the co-leader for my daughters Brownie troop.
For each box of cookies sold, the troop gets 25 cents. That money goes tword material needed for crafts, an end of the year party, treats and we donate a percentage to Ronald McDonald House.
The rest of the money that we never see goes to support the Council staff, and the properties that the GS own.
Around here the GS own several sites where the girls have camp outs and summer activities. These sites are very private and secure so our girls have a safe environment to do these sorts of things.

From everything I could read, the money stays in the council, that it is donated to. to benifit the many activities the girl scouts do. to mold them into being the best they can be. Most of there Money is generated by them. Cookie Sales, Car Washes, etc They help other councils.
More than 880,000 adult members nationwide participate as volunteer leaders, trainers, program consultants and board members --- dedicating their valuable time, energy and expertise. Adult volunteers serve as role models and mentors and help make a lasting impression on the lives of girls.
Cookie Revenue
Q: When I buy Girl Scout Cookies, where does the money go?
A: With every purchase, approximately 70% of the proceeds stays in the local Girl Scout council to provide a portion of the resources needed to support Girl Scouting in that area, including a portion that goes directly to the troop/group selling the cookies. The balance goes directly to the baker to pay for the cookies.

As a former scout leader I can tell you that most of it goes to support Girl Scout activities like camp outs, badge workshops, supplies for craft projects, meeting place rentals in some cases where meeting space isn't donated, to make uniforms etc available to girls who can't afford them, to help with service projects as for example when they make something for kids in a shelter, buy books for underpriveleged kids, or lapwarmers for ppl in nursing homes. It does not go to pay leaders or individual scouts.

It depends on the troop and the location. My troop makes 60 cents a box (and I think that the council in my area makes a match amount..bear with me it just changed recently).
I use it in my troops to buy patches and for campouts. Some troops use it solely for crafts (I use limited amounts for crafts because my troops camp often and we try to use recycled materials for crafts which seems much more Girl-Scout-y to me).
Some troops use it for registration money...some troops use it for carft kits, some use use it for advanced camping equipment (not the make-it-yourself that I try to use), some use it for educational trips, some use it to donate to charities like animal shelters and food banks, some use it for backpacking equipment, etc...)
It's up to the girls (because we try to encourage their opinions and leadership), but it's mostly (while I've seen it occasionaly...very occasionally used otherwise) used for something that anyone might hope it used for.

Each troop selects a charity to help each year. My daughters troop has social services as their charity.... the troop leader presents a list and the girls choose.
The fees to join girl scouts goes to the activites.

They don't make money, they earn money. If they made money they would likely be sent to prison. Sorry, I couldn't resist.
