don't force him. Make the leash a fun thing. start by having the leash on him at home and just letting him wear it.

Open the front door and sit with him while you give him treats and let him just sniff the air and look, while you hold the end of the leash. Let him step outside on his own.

If you go first and make kissy noises, he may want to approach you. Treat that like it is the best thing in the world.

A 2 month old Jack is going to be one of the tiniest things outside. Look at it from his point of view, how scary everything must be.

don't let him walk around anywhere but your own yard until he has had all of his shots.

Is he afraid to go outside, or he is not yet leash trained??
Puppies naturally don't like to walk on a leash, they like to be free spirits and go where they please. Teach him to walk on the leash and make it super fun. Dont' force him and if he isn't quiet ready give him some time and try again. Puppies go thru fear periods, maybe he is just going thru a thing right now. Kinda need more info..

Carry it outside and then sit down on ground with it and just let it get use to that way
