Can I claim my parents who are in other country to whom I send financial support as my dependents in accordance to W-7 IRS form?

NO -- To be able to claim your parents as dependents, they need to pass a number of tests such as

1. Qualifying child or qualifying relative tests;
2. Dependent Taxpayer test;
3. Citizenship or resident test; and
4. Joint return test

Your parents if they are not residents in the US, did not live with you majority of the year, and are not US citizens or legal residents and thus cannot be claimed as dependents in your taxes. The citizenship test requires that the dependent be a U.S. citizen or national, or a resident alien of the U.S., Canada or Mexico, for some part of the year.

Imagine the uproar if immigrants from the Philippines or Romania can claim as their deductions any monies sent to people back home. It's not going to happen, and I doubt it ever will.

No you can not....Unless you obtain an ITIN Number for them, on the W-7 form instructions it says that they must have resided in the US for 180 days, if they meet that requirement and you can get photo copies of their visa's notarized then you could claim them. Usually you can only claim people you support from Canada and Mexico, so if you know anyone from either country you should get as many ITIN numbers for them as you can and claim as many dependants as you can, this way you will never owe taxes.

A dependent must be a U.S. citizen, resident, national, or a resident of Canada or Mexico. So, not possible.
