My husband bought an Iraqi cell phone with prepaid minutes last time he was in Iraq. (Even that phone didn't get service in many parts of the country.) He could call me, and then whenever his minutes ran out I just called him. I had Vonage service and it cost about 35 cents a minute. I had to call once from my Cingular cell phone, and it cost $5 for less than 2 minutes. I'm not sure whether a Cingular phone would work over there (my thoughts are probably not), but their international rates are ridiculous. There are definitely cheaper ways to stay in touch.
If your husband is not in an area where he can get an Iraqi cell phone, there are always MWR phones on the base. If he has access to SPAWAR phones, those are about 4 cents a minute to the US, by FAR the cheapest way to call. Search SPAWAR online and he can buy the minutes online. Don't buy them until he knows he has access to those phones though, because the minutes only work at the SPAWAR cafes. You can also purchase international phone cards from AAFES to send him, or he can buy them at the PX there. Those phone cards have the best rates (next to SPAWAR) when calling from Iraq to the US.

My coworker couldn't get his Cingular phone to work, but maybe that was just him.
He and I both purchased Iraqna cell phones. We can get them here for about $85 and then you purchase minutes as you need them. $30 worth of minutes generally give you about an hour of talk time. We also got a calling card plan for family in the states; to call my cell it costs $0.17 a min.

My son is there now. No cell phones are allowed. They were confiscated before his unit ever left the United States. They do have communications centers and you can get rates at $.04 per minute from Spawar.com However, you need to first see where he's stationed and what types of phones he'll have access to. The spawar minutes only work on spawar phones.

dont know about cingular, try an Iridium from motorola, its a sat phone and costs around a thousand dollars, im not sure of the rates though, around a dollar a minute i think, but you can get the guys to pitch in on one together and split the bills out every month, thats what some of our guys did. I f not, tell him to make friends with his commo sergeant, hell hook him up with one over there for free.

the only way you need to use a T-cellular sidekick telephone onto Cingular community is to purchase a "liberate sidekick telephone." This liberate means that the utility on the cellular telephone has been replaced so as for you to use that telephone on yet another community otherwise the sidekick can in user-friendly terms be used with T-cellular. examine on ebay for liberate sidekick telephones.
