what's the difference between a technical engineer and an electrical engineer? and who has the harder job?

The electrical engineer has the job that requires more education. The EE gets paid more too. An EE would design stuff. The technical engineer would put it together.

An electrical engineer is a technical engineer. I am not sure a technical engineer is concerned with a specific field or degree. Any technical job can be hard or difficult. I an an EE and I work on very technical problems and task.
