pla help i need somethingto get it off the street

Tri Sodium Phosphate (TSP) will dissolve paint off most surfaces.
Buy the salt TSP, not the liquid, and you can choose which concentration you wish.
Wear rubber gloves. It does not create fumes. It is safe to use.
Follow instructions exactly.
It is hard to find. Home Depot used to carry it, but no more. Maybe a small hardware store, or the web.
It is cheap enough. It is a wonderful cleaner and if used concentrated, a paint stripper extrordinaire, that is fumeless.

Just dissolve 3 tablespoons of salt to 1 pint of water. Pour it over the area. wait 10 minutes, then mop it up or wipe it up with rags or newspapers (use gloves)

You can try a pressure washer, but chances are that won't work. So go directly to a sand blaster. Be warned: use it cautiously as it can quickly damage the pavement.
