I had the same problem with my half Wolf, half Great Dane she would dig any and everywhere so I went on line and a site had said to find a spot the dig a lot and bury a water balloon when they go to dig it'll pop and splash there face sure enough she stopped.
With the news she's afraid of water I've also heard of making a "sandbox" for your dog a designated spot for them to dig by hiding treats in the dirt that way they wont dig up the entire back yard.

That is what dogs do for a living. You can't change the nature of the beast. Be glad he is digging instead of barking. The neighbors and the civil authorities get involved with that. He needs a hobby or a girlfriend so he has something to take his mind off work. You now have a hobby of refilling holes in your spare time. I wonder how long it will be until he lands in doggy jail? Many are incarcerated for doing what comes naturally. If he was your close companion and at your side and in your home, he woudn't have much chance to dig, would he? Hey, maybe that is the answer. Only get a companion animal if you have time to be his companion? B I N G O We might be on to something!

Actionfol has a good answer about the baloons but to go further with that-dogs love to jump and catch baloons so that might be a diversion. Another answered that the dog is bored-that too is no doubt part of the problem.
If the bang of a breaking baloon scares the dog, don't do it anymore. Why traumatize the animal. Some dogs just love to dig-we had 4 on the farm over the years and none of them did, guess we were blessed cept they had 350 acres access
boy did they blow the opportunities that awaited them. Oh yes, a couple buried bones all over the placed but not in our yard area and we never trained them not to.
Reread your comments-you have the answer-wate! Get a squirt gun and shoot her with it each time she does that. It also works for dogs that intimidate us and bark and bare their teeth-it works and doesn't hurt them.
I had books written by Veterinarians and gave them awasy which leads me to suggest you ask yours about the problem.

Lol, typical Beagle. Beagle's are VERY curious and use that nose to get into anything and everything. There are a couple things you can try that I was told to do with my beagle. a) Buy a small kiddy pool and fill it with sand. Show your dog that in the pool is the proper place to dig...not in the yard. b) sprinkle Cyan Pepper in the holes, when he gets a wiff of that, he'll be sure not to go back to those spots. or c) place some of the dog's feces in the hole. Dogs tend not to mess with the place they've already messed! Good luck!

First thing you do is put foil and rocks into their holes and cover them with dirt. This will discourage them from doing it again in the same place. Next you follow them around you back yard all day with a handfull of water ballons. I'm serious this works. Once the dog starts digging you throw a ballon. It doesn't hurt the dog just startles them. Do this for one day and they'll stop.

make sure you scold it everytime it does that and if the dog listens praise it say good dog or whatever
the reason why dogs dig in yards is because they have a lot of energy that they need to burn off try taking your dog for a walk or giving it a new toy to play with something that will keep them busy without causing trouble and will tire your dog out so it won't dig in the yard no more

Drain all that energy! Make your beagle "dog tired"! Then set it in the backyard. Watch as it falls asleep and doesn't awake 'till morning. Dogs on treadmills are a great way to drain energy also!!

Most dogs dig holes to lay in or just because they are bored. It's a natural thing you probably cannot cure except maybe putting it in a kennel with a concrete floor but that will make him miserable. Oh well....
Dogs dig. Deal with it. :)
