Yeah, that is really going to happen. A cheap hotel in the safe part of Washington DC. Even a hotel in a section of DC that is Hooker Heaven is expensive.

For the closest hotel to the White House, you would want the Hotel Washington. It is older and probably best for the price. The Sheraton is 2 blocks away. The JW Marriott is about 3 blocks. The Hay Adams is one block.

Weather the last week of March can be in the 50's or 60's but also can be in the 40's.

What ever hotel you pick, get a reservation now. The last week of March is Cherry Blossom Festival and is peak tourist season. That means full hotels and no discounts.

I'd recommend the Governor's House on 17th and Rhode Island--- if you search for it you will find it but they have recently changed names. I can't remember the new name so just don't be surprised when you pick it from the search engine and it comes up as something else! It is about a 6-block walk to the White House, reasonably priced (nothing in this part of town is cheap), great neighborhood. It is about 4 blocks from DuPont Circle and the Metro, lots of restaurants and nightlife and shopping, but on a quiet corner so you don't feel like you are sleeping in the subway station. Very safe neighborhood as long as you have some common sense (if you walk 3 blocks back to your hotel drunk with your camera tied around your neck, you will get mugged no matter WHAT city you are in). Nice rooms, great staff.

Weather for the last week of March is unpredictable. We might have 60* and gorgeous, we might have ice and snow. Best suggestion on that is go to weather.com a day or two before your trip and check the 10-day forecast.

PS last week of March is getting into peak tourist season here in DC as the Cherry Blossom Fesitval is in early April so you will not find any cheap hotels. Room rates will be high. If you can deal with taking the subway, check the Days Inn in the 4500 Block of Connecticut Ave NW. It is about 2 blocks from the Red Line metro, which will take you to all the sightseeing attractions, quiet and safe neighborhood, and tends to be a little less expensive than the downtown hotels.

Nothing near the White House is going to be cheap, but I have stayed in the J. W. Mariott on Pennsylvania Avenue a few times. It's less expensive than many of the other hotels in that area, and it's nice. Only a couple of blocks from the White House, and walking distance to The Mall, the Smithsonian, Washington Monument, the Metro (subway system), etc.
