The above answers (nylon webbing) are correct. One time, when my Dad was traveling for business, he found a seatbelt extender; they're used for passengers who need a longer seatbelt. It's very similar to the ones used during safety demos, except it's seatbelt-colored (dark blue or black, not yellow). This one is made by AM-SAFE, Inc, of Phoenix, AZ.

It is made from the same materials that automotive seatbelts are. and the manufacturer will vary depending on the Airplane manufacturer and who they have a contract with to supply that particular part at the time they assemble the plane.
