Where did you get her? This is the unfortunate situation when puppies are purchased from pet stores that buy from puppy mills. People buy the adorable puppy and only find out later that the dog has no idea how to deal wtih people.
It is very important that you be gentle and patient with her and initially expose her to something slightly new each day. Over time begin to expose her to more and more new things. While you're doing this, give her things she likes, such as food.

Texas' answer is on the money. Try to keep the puppy happy and after a while I hope he/she realizes that humans are cool!

It would be helpful if you could add more details.
Put a leash and collar on her and keep her with you as much as possible. Crate her in your room at night so she feels that you are part of her pack.

I agree with Vet Tech - you need to socialise her with humans as much as possible - and nice humans, not nasty ones.

Socialize her with anyone and everyone as much as possible!
