That feeling is a physical response to an emotional or mental state of mind. It is related to sex and is normal for young adults. It is very much different from anything you felt as a child.
The feeling is caused by a rush of blood to that area. This is normal. You do not have to do anything about it. You would be wise to reflect on how you might feel about this "certain person".

You're turned on. Guys feel this all the time. We feed of this feeling all the time with every sexually enchanting woman or sexual vision or shape. We use the energy to quick format a picture of the sexual being in our brains (or what others call "check her out.")
